VT BIPOC Business Development Final Report

The Agency of Administration contracted with CRJ Consulting Group, L3C d/b/a Vermont Partnership for Fairness & Diversity to engage BIPOC (Black, Indigenous, and People of Color) businesses in both the formal and informal sectors to inform a set of recommendations to the State of Vermont and technical assistance providers on how best to support these businesses. 

The contract responded directly to H.439 Act 74 (section H.14), signed into law by Governor Scott on 08 June 2021, to “convene BIPOC businesses, organizations, and community leaders; other business organizations; and representatives from the Agency of Commerce and Community Development and other State agencies and departments as necessary, to create a set of recommendations on how to support BIPOC business development, which may include the creation of a BIPOC business network, the creation of minority business development center or authority, or one or more other similar entities or organizations.”
